What size should I be in clothing?

I just turned 16 and I am 5'4" (or maybe 5'3" but I think 5'4") and I weigh 213 pounds but my mom thinks I look 180 and my measurements are 44-46-47 and I wear an 18 in bottoms (they fit through my hips but are usually tight at the waist but I still fit them even though they stretch out) and I was an 16-18 3years ago back when I was 5'3.5" and 193 pounds oh and I wear an XL in American Eagle tops and Charlotte Reuse and a L in Forever 21 tops cause they only come in S M and L
